The Eleventh Hour by Graeme Base

Summary
This book may be confusing for younger readers. On Horace's eleventh birthday, he decided to have himself a birthday party. He invited eleven guests and made a huge lunch. Horace also included many games and contests during his birthday party until the eleventh hour. Meanwhile, someone stole the lunch Horace had prepared. They never found out who it was that stole lunch, but luckily Horace is good at thinking on his feet and whipped up some sandwiches spur of the moment. This book is a great book for children because it includes clues and other helps that encourage the children to discover who stole lunch.
